4 legal reasons a Saudi company may not be able to hire you

Many job seekers assume a rejection means their CV wasn’t good enough. In Saudi Arabia, however, companies are sometimes legally unable to hire an expat applicant — even if they liked your profile, conducted interviews, and intended to make an offer.
These regulatory restrictions are rarely explained by recruiters, leaving candidates confused. Here are the four main legal barriers that can stop a company from hiring you.

1. Company is in the Red Zone of Nitaqat
Firms classified in the Red Zone are prohibited from hiring expatriates. Until the company improves its Saudization level, it cannot process any expat recruitment under any circumstances.
2. No expat quota available for your job title
Each profession has a capped quota for non-Saudi employees. If the quota is already full, the company cannot issue an iqama for that role, add the profession, or continue with the hiring process. This is one of the most common reasons strong candidates are turned away.

3. Company not active or updated on Qiwa
If a firm is not activated on Qiwa or its status is outdated, it cannot issue job offers, initiate recruitment procedures, or finalise employment contracts. Qiwa is now central to employment regulation, and hiring is not possible without an active profile.
4. Job category is Saudized
Some professions are restricted to Saudi nationals only. If the role falls under these fully Saudized categories, companies cannot hire expats regardless of interest or qualifications.
